The law, if created, would work to help hold witnesses to a felony accountable for not reporting such crimes. The petition was created by Lake Placid resident Jackie Meabe last year following Doty's June 2012 murder. Over the few months, Meabe has been contacted by a local criminal justice student and Avon Park resident Roxanne Judd, who has began pushing forward once again with the proposed law. Judd's petition needs 1,000 signatures, according to the web page. The police will figure out pretty quick where the general area the call came from and come calling. What bothers me now and then, was why didnt anyone make a phone call from a bathrron and let LE hear for a few seconds or even a min and let LE hear what was going on.
