SearchBanner Adpublished: Friday, January 27, 2012 3 of 5 rate Helms below satisfactory By ED BALDRIDGE SEBRING -- Three of the five commissioners gave County Administrator Ricky Helms less than a passing grade this week on his first evaluation. January was the one year mark for Helms' tenure as administrator, and the scores for his job performance ranged from a low score of 26 from veteran Commissioner Barbara Stewart, to a high score of 85 from board newcomer Greg Harris. "I don't have any comment on the evaluations except to say that I am scheduling individual meetings with the commissioners to discuss their evaluations," Helms said on Thursday. When all the evaluation scores are added together and then divided by five, Helms tallied just 50 points out of 100 possible, the lowest number achievable on the satisfactory section of the scoring scale. "All areas need significant improvement," wrote Commissioner Barbara Stewart under the initiative and performance, problem analysis/decision making, management and administrative skills sections. Stewart wrote that Helms was not providing the board with "accurate and complete pertinent information, including thorough analysis," in her comments added to the scoring section of the evaluation. Board Chairman Jack Richie, who gave Helms a 29, also took a critical stance, stating that Helms "does not try to be open with the citizens of Highlands County. He seems to tolerate the citizens." Additionally, Richie stated that Helms "has a major problem communicating with the press," and "does not create a positive image of county government." "What I have observed in my short time in office is that Rick seems to be going through the motions of administrator," wrote Commissioner Ron Handley. "I feel his heart isn't really in the job, and I feel from the county's best interest he should probably go ahead and retire," Handley continued. Handley gave Helms a score of 41. Don Elwell was a little more forgiving of Helms, and scored him at 68.33 points. Elwell complimented Helms on his knowledge and experience, but stressed that Helms needed to "...take a step back from his book of knowledge and be able to look at problems from a fresh perspective, opening himself up to new ideas and approaches in coming up with effective solutions." Commissioner Greg Harris gave Helms his highest score at 85. He wrote that Helms "knows a lot about everything," but ranked him low on his effective use of time and resources to improve service to citizens and cut costs. The commission did not discuss Helms at their Tuesday meeting, opting to allow him up to 30 days to schedule an agenda item to rebut his evaluation. ![]() Re: crybaby (by: Ray Napper - 1/28/2012) sorry to tell you but he nor any other county employee works for the taxpayers. You may or may not fund the position with tax dollars but that as far as your influence goes. When was the last time you were conculted about hiring someone. And he's not retired yet, he could have been a double dipper if he wanted. He played square and people with NO management experience to speak of don't understand what he does. Really, go to school or come into work more often. You make enough to be full time so then fire Helms and all 5 of you take over his job. Problem solved by Commissioners earning their paycheck. Another One Bites the Dust (by: Queen - 1/28/2012) They tried with Mike Wright - no personality and couldn't rally the community - no community ties, etc. Now Rick Helms - I agree that expectations should have been made clear immediately upon the job offer; however, can we or do we really expect such rational behavior from our Board? A big NOT! What is happening with our local government is that there are too many fat cats resting on their laurels. They no longer feel the need to prove anything as their perceived reputations speaks for themselves? AG1984 (by: Crybaby - 1/28/2012) AG- you hit the nail on the head. He is "working for his employees". There is nothing wrong with caring about the employees, but he really works for the taxpayers and commissioners. Your statements imply that the employees run him. He needs a vision to address the long term financial issues. Its not just about taking care of the good ol boys, who are there for the big pay check and the take home vehicle. What about the tax payer? What has he brought? Helms (by: AG1984 - 1/27/2012) Are you kidding me? You hire a person and then one year later give them a low score; what does that say about your ability to recognize a successful leader. All lead by example and what example are you sitting. Did you sit down and direct what each of you expect. Mr. Helms is an outstanding "County Administrator". One whom knows the county and does work for his employees. This review will render him un-effective with his senior management staff. helms unsatisfactory (by: nostra damus - 1/27/2012) I would expect nothing less from Rick Helms- he has been an assistant for too many years to know how to be responsible adequetly to the BOCC - the board works from the administrators leadership and if the very same board says he lacks this important trait then it's time to go- we need new a new administrator, not a county employee fattening his retirement Evaluation of Helms (by: Preston H. Colby - 1/27/2012) May I suggest that these performance evaluations of Ricky Helms do NOT suggest that he is a "bad" man. Rather they indicate that bhis management style may be different than some of the Board members expected. I have no idea or recollection of the Board members sitting down IN A MEETING explaining to Mr. Helms what they expect from him as a Board. That type of discussion is an essential process that every manager directed by a Board or collegial body has to undertake to make certain that everybody (Board and Manager) are on-the-same-page. Any other methodology will often result in widly differing expectations. I suggest to all that is what happened with Mike Wright and Ricky Helms. The indivdual Commissioner's expected one thing and due to the Sunshine Law nobody was "on-the-same-page". Again, public business MUST be discusssed in public, so that everybody knows where the "ship-of-state" is headed. Nothing in Mike Wright's managemnt style or Ricky Helms methodology are inconsistent with the types of generally accepted management found in public and private business all over the world.
