City council asks for code of conduct draft

AVON PARK -- During the Jan. 28 regular city council meeting, City Councilor Parke Sutherland suggested it was a good time for the council to develop a standardized procedure.

"(We should develop) a code of conduct act guide to us as a council as to how we conduct ourselves," he said. "I think this is an opportunity to create a process.

"I'd like for us to consider it; have (City Attorney Gerald) Buhr draft something."

"I'd like to see some samples before I said yes or no," Councilor Terry Heston said.

"It could be something you hand out to people as they come on council," Councilor Garrett Anderson said.

Palm Beach County is looking for an ethics commissioner, Buhr told the council. Some cities had codes of conduct in place, but many did not.

"How about I do a draft," Buhr said.

"Yes," Heston replied, "just don't make it real thick."

"I charge by the page," said Buhr, to general laughter.

How about following the rules they (city employees)already have...

This is a novel idea that hopefully takes roots. If all elected officials had a code of conduct to abide by then I would feel better about accountabilty. As the leaders of the city, they should be willing to be held to higher standards. Kudos to councilman Sutherland for bringing this up.

Upon proper research you will find it interesting that the City Attorney left Mulberry on ethics charges. He was fined $2500.00 and then left the position to come to A.P. to help us write an ethics standard ?????

City Funds should be given to the citizens first; a dress code for councilpersons and the budget for the councilpersons should be increased. Meaning councilpersons should not be allowed to get grants from top.

Well if the city is going to draft a code of conduct, you need to follow it with a list of penalties for each violation, and especially stiff ones for the attorneys.
