Avon Park grows again

By CHRISTOPHER TUFFLEY

AVON PARK -- On the second reading, city council members voted to annex 11 different parcels into the city. All the pieces are now orange groves and county zoned Agriculture. Once annexed, the council also voted to change the zoning for all 11 parcels to city Commercial-1. This allows a mix of commercial and residential development.

City Manager Julian Deleon told the council the change in zoning "positions the owners down the line when potential comes knocking."

The council voted unanimously for most of the annexations, but Councilor Garrett Anderson had questions about three in particular, ultimately voting against them. Each passed on a 4 to 1 vote.

Two of the annexations - 2661 Lake Denton Road and 2952 Grove Ave. -- make the city contiguous to the Crystal Lake community.

Sherry Anderson, who lives just south of the community and fears she would be affected in time, told the council she talked with residents. "Over 1,000 people are afraid they will be annexed into the city. They do not want to enter Avon Park," she said.

According to City Clerk Cheryl Tietjen, Sherry Anderson is the mother of Garrett Anderson.

No one else appeared to speak to the issue at the Monday night meeting.

Anderson expressed reservations about proceeding with the parcels bordering Crystal Lake.

"Until we hear from the people of Crystal Lake," he said, "I can't make a decision. Do you know if they asked for annexation?"

Deleon said the community signed a covenant when the city expanded water service to it. "They do have a contract," he said, "and a grove owner has asked for annexation." He added that none of the owners have plans on the table for the future use of the properties.

Councilor Parke Sutherland told Garrett Anderson, "This has nothing to do with Crystal Lake."

Anderson answered, "I have a feeling it's coming up soon."

Anderson also worries about changing the zoning around Memorial Drive where the third phase of Sebring Parkway will connect with it.

Anderson said, "We don't know what they're going to bring in there. What can they build without (our approval)?"

"A convenience store would probably not come before you," City Attorney Gerald Buhr told Anderson.

But, if the area maxed out, he added, it would probably create enough of an impact that traffic studies would have to redone, and the school board consulted.

Our Peace  (by: Mrs. R.H. Graff  -   3/16/2013)

Mr. Deleon you and your staff have tried to take the peace away from so many people. We do not deserve your tactics. Why don't you go pick on someone else and leave our part of the County alone????? Where do you live? Are you annexed????

Zero Tolerance  (by: Millie  -   3/16/2013)

This small town of Avon Park does not have any scruples about them. They are becoming bullies. We as a people do have rights one way or the other about our lives. We vote, we call our Congressmen, we talk to reporters, we call our other neighbors, we PRAY. I am very upset and I know of plenty others that are too. We do have a voice and you cannot take it away Avon Park. NO ANNEXATION!!!!!

Our Land not yours  (by: Jim Polozzo  -   3/16/2013)

I paid a price to build on Memorial Dr., I am so angry that the City of Avon Park feels they can tell me to annex. Who died and made the city manager God? This system Avon Park is getting is not people friendly.

Cobb vs Anderson  (by: Doctor   -   3/15/2013)

Does anyone know what led to the fall out between Cobb and Anderson Clans? I have heard it was about religion and greed.

look at Contradictions  (by: marx  -   3/15/2013)

Most of you are missing the point. Anderson is afraid of approving newly annexed property for commercial purposes but he is not afraid of running an explosives business in the City's downtown with apartments and a church within spitting distance to his shop. What happens to those residents and businesses if the Anderson Shop explodes with fire? On one hand his mother claims she loves the City, on the other hand, she does not want to annex her church into the City, does not want the church to be a part of all the motherly love. If Cherry loves the City then why not be a part of it? Her love is not with the City, this is about personal scores and macklin's racist anti-City agendas. I think Mr. Julian is like a train in motion, and a wrecking ball, he will not be stopped. He will eliminate property taxes, will eliminate the debt, and god willing lead the City through its greatest financial expansion and recovery. We need strong leadership, not Tom macklin's puppets. The line has been carved on the sand, he will annex the church too. Sit back and watch.

Annex or Not  (by: County  -   3/15/2013)

Not is the owner does not want it. We choose where we want to live, City or County. We also choose Council members and I know of only one that stands up for the people. He is doing what he promised "He is for the People."

Anderson  (by: Alarmed  -   3/15/2013)

At last someone has some SENSE!!!! He studies the issues, asks questions and is not afraid to stand up to the GROUP! I hope others are watching and waiting for election time in NOVEMBER. It appears to me that these comments are being made by a few people that are connected to the other council member such as Heston. He rides all over town talking trash. He even got the Cobb's talking smack. WHat a shame.

Ag or Houses of Worship  (by: John Taylor  -   3/14/2013)

Mr. Julian, you are picking on God's house, not some dried up orange grove. Do you not have a soul? At least the young man is trying to have a fair vote.

Church  (by: Mary Strang  -   3/14/2013)

What a shame that a city government employee would threaten God's house. That man has no shame. I believe he is the Devil.

My property  (by: George  -   3/14/2013)

I paid enough to move here and You (Avon Park) won't squeeze another dime out of me. I, along with 50 or so of my friends will travel NORTH!!!!!

No Annexation  (by: Marion O.  -   3/14/2013)

Whatever happened to living in the County? Avon Park seems to be real estate greedy at the citizens expense. The mil is down now until all the annexation is complete, then the mil will be raised to pay for all the upkeep.

Annexation  (by: Jill  -   3/14/2013)

I feel that annexation is a good thing if two parties agree. We bought property in the County for a reason. Cities have no right to infringe upon that. It appears that Avon Park is trying to out race Sebring. What a pity. Up North these things don't happen. There is a big respect problem with Avon Park's Government.

comcast  (by: The Producer  -   3/14/2013)

This Comcast programming was really good. I give it five stars forTNT drama.

a ha moment  (by: Jones  -   3/14/2013)

After reading through here, it now finally makes sense to me. Now I know why he has such affinity with the City's fire. Only mother bear knows of such unconditioned love. Avon Park's Fire fails the public by turning a blind cheek to the regulatory requirements for opening an explosive bullet making business in the heart of the City. And in return Anderson runs for office to look after his boys. This town is full of favors and backdoor deals. An investigation into public corruption should be done.

You got what you voted for  (by: AP resident  -   3/14/2013)

Everyone here is complaining, but you voted him in!

Mommy Dearest  (by: drama mama  -   3/14/2013)

Reading between the lines of the comments made below, it seems Avon Park has a problem with a council person. I cant imagine all these comments are made without some inside relationship or knowing of Andersons family business practices. If he has indeed constructed without a permit then the newspaper should look into it, otherwise delete the comments. If there are no questionable business practices, then the only thing this poor guy has going against him is a meddling mother. Gotta love the drama!

Indecisive  (by: disappointed  -   3/13/2013)

"I cant make a decision".
"I have a feeling it's coming up soon."
"We don't know what they're going to bring in there."
"What can they build without (our approval)?"
The above are all quotes from Anderson and his lack of understanding and decision making.
Seems his brain cant handle a single thought. How does this guy put on his pants in the morning?
Either give the man-baby a pacifier or RECALL HIM!

convenience store  (by: Fred  -   3/13/2013)

So Anderson wants to control a convenience store from opening up 5 miles south of Avon Park, but he has no problem opening a highly volatile bullet manufacturing business right smack in the downtown? Hahahaha

who loves Avon Park  (by: power shot  -   3/13/2013)

Sherri Anderson complained a while ago that only people who are born in Avon Park should make decisions for for the City. This is as backwards as it gets. PLEASE annex Crystal Lake. I am sure there are smart people that live there with experience in all kinds of business. Many of them are retired and could have some time to run for office and help make AP move into the current century.

Ethical conflict  (by: just sayin'  -   3/13/2013)

I had to turn up the volume to my TV as I heard councilman Anderson's mama go on and on about how her family does roofing business within Crystal Lake. Is Anderson and his mother against annexation because it will affect his family business? Sure seems that way to me.

Expansion is good for the City  (by: AP resident  -   3/13/2013)

Its about time that AP has had the vision to bring more properties intothe City. Those big ag properties may in the future bring development that will bring added revenue to the City. The choice would be to allow Sebring to move on in.

Permitting problem  (by: Oracle  -   3/13/2013)

The news sun and Highlands Today should do a records search with Highlands County Building Department for building permit violations By Garrett with Anderson Arms for illegal construction on Bultler Street without permits. This guy cuts corners on everything he does. He is operating an explosives business in the Heart of the City without even having a building permit for construction. He is full of character and integrity flaws. Think of Explosives and the Avon Park Fire Department inspecting the bullet making plant, see the connection, see the corruption, see the favors.

He is a genious  (by: mama mia rescue me  -   3/13/2013)

Garrett did not approve annexation because mama is worried and upset about her Sebring Church being annexed. Talk about self serving, and rightous people. Did he have a conflict on the vote? Where has Cherry been the last 10 years in Avon Park politics? Just drive by her Church on any Sunday, the parking lot may have a whooping 5 cars to hear the service. Did anyone shout pipe dream?
